Here is a brief guide for fellow webmasters and webmistress(?) from India.
This guide shows you a easy way to verify your paypal account without a credit card.
You can use this method to verify personal, premier or business accounts.
The primary requirements are:

1. A HDFC savings / current account with Net Banking facility
2. An active Debit/ATM card
3. A minimum balance of Rs. 200 in the account

Step 1

a. Open your browser and visit http://www.hdfcbank.com. Unless the present layout changes by the time, I am done writing this, you should see a screen like the one showed below

b. Select the highlighted option "Netsafe/Verified by Visa/MasterCard SecureCode"

c. Click on the "Login" button

Step 2

a. You will be presented with a screen which looks like the one shown below.

b. Needless to say, click on the "I accept" button to progress.

Step 4

b. Now it will ask you for your debit card pin, enter the pin number and click submit.

c. Your login is ready.

Step 5

a. You will have to come back to the screen shown in step 2. And login using the credentials you provided in the previous step.

b. After you are logged in you should see a screen like the one displayed below

c. You should see your present account balance in the blue colored card.

d. Now click inside the TextBox named "Limit" and enter a value. For our purpose Rs. 150 is enough ($2 minimum). The limit, means the value of the credit card you are going to generate.

e. Click on the button marked as "Go", now you should see some fancy graphics and a virtual one time use credit card number will be generated for you.

Note down the

1. Card number
2. The expiry date (mm/yy)
3. The CVV2 code

Paypal Step

1. open your paypal account.

2. Go to the verification screen and enter the credit card number you have generated along with the expiry date and CVV2 code.

3. Paypal should now ask you for the 4 DIGIT verification code.

2. Click on the "All Accounts / Services" link.

Step 7

1. You will come to a screen, like the one shown below

2. You should see two charges from PAYPAL.

3. One of the charges will look like the one I have highlighted in yellow.

4. Look for a PAYPAL charge that has 4 digits and looks like "xxxx-PAYPAL--*EXPUSE", where "xxxx" is the 4 digit verification code.

5. Note down the verification code.

6. Go back to paypal verfication screen and enter the 4 DIGITS and you are verfied.

Notes:

1. The account holder name and last name you provided to Paypal must match the one that is on your bank account.

2. The card is one time use only and has a 24 hour validity period.

3. Any card generated but not used, will have its fund returned back to your account in 72 hrs.

4. If you used partial amount of a card value, the balance amount will be returned back to your account after a period of 30 days.

5. You can generate upto 10 virtual credit cards a day.

6. You can use cards generated to buy stuffs on the internet.

7. This is equivalent to a credit card except it uses your bank balance.

8. Cards generated using this method will not work with moneybooker verification.

9. Cards generated using this methods WORKS with GoDaddy, Snapnames, Namejet and other major online retailers.

DISCLAIMER : I have used this method to verify my accounts and I personally know at least 3 more people who has used HDFC cards without any problems or risk
to their accounts.
